The Steppingstone Housing Program offers agreement-based room rentals in clean, shared homes across the Baltimore metro area — paired with hands-on coaching, accountability, and structure.

It’s built for individuals with serious barriers to housing — people who are ready to move forward but need a stable space, real support, and a team in their corner.

This is not free housing.
This is structured, transitional housing for people who are ready to do the work.

How It Works:
  • Apply + Screening Interview
    We’ll review your history, goals, and readiness for shared housing.
  • $20 Application Fee
    Nonrefundable per adult, required before intake.
  • Sign a Rental Agreement with TCSH
    This is not a lease — it’s an agreement-based placement with tenant responsibilities.
  • Live in a TCSH Shared Home
    Private rooms with shared kitchens, bathrooms, and living areas.
    Single parents will share a private room with their child.
  • Weekly or Bi-Weekly Coaching Visits
    Your Resident Support Coach checks in to ensure house rules are followed, relationships stay respectful, and goals stay on track.

Steppingstone Housing

It’s not a shelter, but it is a transitional housing program. We accept people with serious housing barriers and work with you to eliminate those.

You’ll sign a rental agreement, not a lease. You’re expected to pay rent, follow rules, and build toward long-term housing — with full support from TCSH along the way.

Yes. You must be able to pay rent for your room.
We accept:

  1. Job income (with 1 month of paystubs)
  2. SSI / SSDI
  3. Rental subsidies or vouchers
  4. RRH or temporary housing assistance
    If you’re unsure, apply and we’ll help assess your readiness.

    TCSH homes are located across the Baltimore metro area. You’ll have your own private bedroom and share common areas like kitchens and bathrooms.

    All homes are regularly monitored, professionally cleaned, and built for peace, structure, and safety.

    Rooms are private for individuals.

    If you’re a single parent, you and your child will share one room. All housemates are screened, coached, and expected to respect shared spaces. This is a shared living model — and our coaches help keep it running smoothly.

    Resident Support Coaches in Steppingstone are hands-on and consistent. They:

    1. Check in weekly or bi-weekly
    2. Act as on-call house managers
    3. Help with budgeting, goal tracking, and conflict resolution
    4. Enforce house agreements and help resolve issues early
    5. Support you in building a plan to transition into long-term housing

    They’re here to support, not to supervise — but you’ll know they’re present and active.

    There’s no strict end date, but this is not a permanent placement.
    The goal is to stabilize, grow, and transition — and your coach will work with you to build that timeline.
